This story would piss me off a lot more if DC had some kind of AIDS epidemic or something.

  3. Yes, I think it was a pretty dumb idea to provide the rubbers with paper wrappers. What, did they save 1 cent per condom? Kudos for passing them out, boo for being overly cheap about it. Not like the city was cheap with regards to the new stadium. It's all about those priorities around here....

    Why is it that the welfare state has to be run by idiots? Can’t it at least be run by smart people who have no common sense? I realize that the schools here don’t teach basic math skills, but can’t public health jobs require them anyway?

  5. at least its not an exchange program like with hypodermic needles. besides, everybody knows that multi-year welfare veterans often rely on their abilities to accidentally procreate as income. the prerequisite education is cheaper and plentiful. yee haw.
